It is entirely part of the will and knowledge that Allah has. Being all-knowing and all-powerful, Allah knows everything: past, present, and future. This means He knows every aspect of creation, no matter where or when it is.
Allah has decreed the entire creation’s existence and its actual manifestation, or happening, according to the decree. Humanity has been given free will, and for the majority, the decree of torment has already been justified against them because they will never believe. From their words and actions, stemming from their own free will, they know entirely why the punishment will be a torment for them, as they know the misguidance and error of their ways.
Because the decree is already justified against mostof them, and a person must continue, while breath remains, to try and correct themselves and others. All a person can do is give warnings and advice to those not on the straight path, and reminders to those who fear Allah and the reminders benefit the God Fearing decent people.
The heedlessness, which people are in, requires consistent, diligent practice and training in the way of Islam, building their character through physical education, and seeking beneficial knowledge.
